Government Addresses St. Stephen Teachers' College Certificate Delays

A significant hurdle in the release of academic documents for former students of St. Stephen Nursery Teachers’ College (SSNTC) is being addressed, according to State Minister for Sports, Hon. Peter Ogwang. He informed Parliament that a majority of these students have now received their certificates and transcripts from Ndejje University.

The Minister explained that 50 additional certificates and transcripts are currently undergoing verification and awaiting collection. However, some documents remain unprinted due to missing information that needs to be provided by the Teachers’ College itself.

Hon. Ogwang presented a statement to the House, revealing that the delays stemmed from substantial arrears accumulated by SSNTC. An existing Memorandum of Understanding (MOU) between the college and the university stipulated that SSNTC was responsible for remitting student tuition fees to Ndejje. The university has reportedly made several attempts to recover these outstanding funds to facilitate the release of academic records.

This intervention follows a directive from Deputy Speaker Thomas Tayebwa, who had asked the Minister to resolve the issue after a petition was presented by Hon. Eunice Otuko. The petition, on behalf of Ms. Tamali Okao (former Director of SSNTC), highlighted that 102 students who completed their studies between 2017 and 2022 had not received their academic credentials.

Minister Ogwang also pointed out that Ndejje University encountered discrepancies in figures provided by SSNTC, which complicated the verification of the exact number of affected students and the required documents. Nevertheless, Ndejje University has expressed its commitment to resolving all pending cases and fulfilling its obligations. The Minister encouraged further collaboration to ensure all students receive their rightful documents.
