Police Launch Crackdown on 'Pop and Bang' Subaru Drivers in Lugazi

Drivers of Subaru vehicles in Lugazi are facing increased police scrutiny due to modified exhaust systems that emit excessively loud “pop and bang” noises. This operation follows a surge in complaints from residents about nighttime noise pollution, which has been likened to gunshots and has disrupted the peace.

Ms. Hellen Butoto, the Ssezibwa Region police spokesperson, confirmed that the crackdown is in response to concerns raised by the Buikwe Resident District Commissioner, Maj. David Matovu. “We are having one driver in custody while the other is still on the run,” Ms. Butoto stated, indicating that at least one driver was arrested on Saturday while operating a noisy Subaru in Lugazi Town.

While initial complaints focused on Subaru drivers, police have clarified that the operation will target any vehicle producing excessive noise. “As police, we shall arrest any vehicle that makes noise for the people,” she added. The RDC highlighted that security agencies are also searching for several motorcycles with similarly modified exhausts contributing to the public nuisance.

Residents have reported severe disturbances, with the loud noises allegedly causing panic and affecting individuals, including a pregnant woman who reportedly collapsed and required hospitalization after being startled by a modified vehicle’s exhaust. The National Environment (Noise Standards and Control) Regulations, 2003, set permissible noise levels, with residential areas limited to 60 decibels during the day and 40 decibels at night. Modified exhausts can significantly exceed these limits, posing a challenge for enforcement.

The police operation aims to restore order and balance the freedom of vehicle modification with the public’s right to a peaceful environment, particularly during nighttime hours. Authorities are urging the public to report offenders as the enforcement efforts continue.
