Court Fines Academic Dr. Jimmy Spire Ssentongo Shs10 Million for Contempt, Orders Shs20 Million Payment to KIU

High Court Registrar Kintu Simon Zirintusa has levied a Shs10 million fine against academic and cartoonist Dr. Jimmy Spire Ssentongo for contempt of court. The ruling, delivered on June 18, 2026, also mandates that Ssentongo pay Kampala International University (KIU) Shs20 million in punitive and exemplary damages, along with the costs of the application.

The court found Ssentongo in contempt after he continued to publish material concerning KIU, despite an earlier court order on December 17, 2025, restricting such publications. KIU had accused Ssentongo of disseminating unsubstantiated and damaging information, violating the previous order.

While KIU had sought significantly higher damages of Shs1 billion and an additional Shs200 million fine, the court opted for the Shs10 million contempt fine and Shs20 million in damages. The registrar emphasized that appealing a court order does not grant the right to disregard it without a formal stay.

Dr. Ssentongo, known for his commentary on governance and corruption, has stated that his publications are based on information from students, former staff, and the public, and address matters of public interest. The case has drawn attention from human rights advocates concerned about freedom of expression.

Following the ruling, a fundraising campaign has been launched to help Ssentongo meet the financial penalties. Human rights lawyer Eron Kiiza has supported the campaign, arguing that Ssentongo’s public criticism should not be stifled. The situation highlights ongoing debates about balancing institutional reputation with freedom of expression and compliance with court orders.
