Minister Musasizi Calls Emergency Meeting Over Kabale-Lake Bunyonyi Road Project Delays

Minister of Finance, Planning and Economic Development, Henry Musasizi, is set to convene a high-level meeting to tackle the persistent delays plaguing the Kabale–Lake Bunyonyi and Kisoro–Mgahinga Road Upgrading Project. This vital infrastructure initiative is designed to significantly boost tourism and economic activity in the Kigezi sub-region.

The urgent meeting, scheduled for Friday, August 7, 2026, will take place at the Ministry of Finance boardroom in Kampala. Attendees will include the Minister of Works and Transport, the Solicitor General, representatives from the African Development Bank (AfDB), local Members of Parliament from Greater Kabale, and district local government leaders.

This gathering follows two previous discussions held on June 30 and July 8, 2026, which also focused on implementation bottlenecks and contract management challenges. The primary objective of the upcoming meeting is to find resolutions for the outstanding issues that have brought construction to a standstill and to establish a clear plan for resuming work.

The 34-kilometre road project, along with associated infrastructure like town roads, ferry landing sites, markets, and electricity extension to Bwama Island, was contracted to Samcrete Egypt Engineers and Contractors for Shs112.03 billion. However, the contractor reportedly halted work on the Kabale–Lake Bunyonyi section for approximately three months, leading to widespread criticism from local leaders and tourism stakeholders.

Concerns about the project’s slow progress have also reached Parliament, prompting the Minister of Works and Transport to suggest that the government is considering terminating the contract with Samcrete Egypt Engineers and Contractors due to non-performance. The upcoming meeting is expected to yield practical solutions and determine the future of this strategically important project.
