Zombo RDC Seeks Interdiction of Town Agent Over Alleged Shs50 Million PDM Extortion

Juliet Amia, a town agent for Dwonga Ward in Paidha Town Council, has been remanded to Kikira Prison following a recommendation for her interdiction by Zombo RDC Festus Ayikobua. This action stems from numerous complaints by Parish Development Model (PDM) beneficiaries regarding alleged extortion and mismanagement of the poverty alleviation program.

Investigations revealed that Amia purportedly demanded substantial sums from beneficiary groups before releasing their PDM funds. The allegations surfaced earlier this year amidst widespread concerns over PDM operational guideline violations in the Dwonga Ward. These included claims of manipulating beneficiary lists, enrolling ineligible individuals, and forging meeting minutes.

Initially detained at Paidha Central Police Station, Amia was later released on police bond. The RDC criticized this move, citing a presidential directive against granting bail for PDM-related fraud. Ayikobua also disclosed that Amia allegedly admitted to using the extorted money for personal interests, including plans to build a church where she aspired to become a bishop.

The RDC emphasized that public servants must prioritize service delivery over personal gain and vowed to take a strong stance against those who exploit vulnerable communities and frustrate government initiatives. He has formally written to the Chief Administrative Officer (CAO) of Zombo District, recommending the interdiction of all civil servants implicated in corruption.

Zombo CAO Robert Abenaitwe assured that the district would act against corrupt officials, stating that conviction in corruption cases would lead to immediate interdiction. He highlighted that Amia’s actions constitute fraud against both the government and the beneficiaries who would ultimately be responsible for repaying funds she misappropriated.

This case echoes similar incidents across Uganda, where concerns about PDM fund mismanagement have led to arrests and prosecutions. Reports indicate over 100 local government and SACCO officials have faced legal action since 2022 for alleged PDM fund mismanagement, with instances of officials inserting their names into beneficiary lists or diverting funds for personal loans. An interdiction is a temporary administrative measure, removing an official from duty while investigations or charges are pending, typically with reduced pay and restricted access to the workplace.
