Minister Babalanda Vows Action Against RDCs Amidst Fatal LC1 Election Violence

The Minister for the Presidency, Milly Babalanda, has issued a stern directive for disciplinary action against Resident District Commissioners (RDCs) following a security lapse during the Local Council One (LC1) elections that led to the tragic deaths of two individuals.
Babalanda, who was representing President Yoweri Museveni at the burial of the victims, condemned the violence that erupted at Buwenge Progressive Academy polling station in Jinja District. The deceased, identified as Fred Kalulu, 19, and Latibu Ikaali, 23, lost their lives due to a shooting incident.
“RDCs are the heads of security in the districts. How can you watch such a situation unfold and fail to handle it?” Babalanda questioned, emphasizing that negligence would not be tolerated. She assured the bereaved families that President Museveni is saddened by the loss and that the government will ensure a comprehensive investigation and hold perpetrators accountable.
The Minister stressed that elections should be peaceful processes for selecting leaders, not occasions for bloodshed. She instructed RDCs, the Uganda Police Force, and all other security agencies nationwide to enhance their supervision during electoral periods to guarantee the safety of voters, candidates, and election officials.
Furthermore, Babalanda called for intensified community sensitization campaigns aimed at preventing election-related violence. In a show of support, each grieving family received Shs10 million from President Museveni and Shs5 million from the Inspector General of Police.
During the burial, religious and local leaders appealed for calm and urged the youth not to be incited to violence during elections, reinforcing that such democratic exercises should never result in the loss of innocent lives.
