Juma Kisekka Approved as State Minister for Internal Affairs by Parliament Committee

The parliamentary appointments committee has endorsed Juma Witonze Kisekka for the role of State Minister for Internal Affairs, following a swift vetting process. The committee, led by Speaker Jacob Marksons Oboth-Oboth and including Deputy Speaker Thomas Tayebwa and other legislators, approved Kisekka just three days after his nomination by President Yoweri Museveni.
Kisekka’s approval fills a crucial vacancy, succeeding Dr. Lawrence Muganga, whose nomination was previously rejected due to concerns over his citizenship status. The Ministry of Internal Affairs oversees key security agencies and functions, including the Uganda Police Force, immigration, and national identification.
Legislators on the committee expressed satisfaction with Kisekka’s qualifications and his performance during the closed-door vetting session. A committee member noted that Kisekka “performed very well” and that the committee was “satisfied with his credentials and experience.”
Kisekka brings a diverse background in business, diplomacy, and political mobilization. He holds multiple master’s degrees from Kyambogo University, Makerere University, and Durham University in the UK. He has served as CEO of Adrois Group, an investment advisory firm, and as Uganda’s Special Envoy to Bahrain for trade and investment.
Within the ruling NRM party, Kisekka is the vice chairperson for Gomba district and coordinates activities for the Patriotic League of Uganda in the Greater Mpigi region. His appointment, once formalized by President Museveni, will see him deputize Professor Ephraim Kamuntu at the Ministry of Internal Affairs.
