Uganda has put forward veteran diplomat Olara Otunnu for the role of United Nations Secretary-General, highlighting his extensive career in diplomacy and peacebuilding as qualifications for leading the international organization. The nomination comes as the tenure of the current Secretary-General, António Guterres, nears its end in December 2026.
Otunnu, previously a UN Under-Secretary-General and Special Representative for Children and Armed Conflict, has a diplomatic history marked by his ability to bridge divides. Notably, at just 31 years old, he played a crucial role in resolving a deadlock within the UN Security Council in 1981, a situation marked by Cold War rivalries.
During his time as President of the Security Council, Otunnu surprised many diplomats who initially viewed him with suspicion. Instead of entrenching divisions, he employed skillful negotiation to facilitate the selection of Javier Pérez de Cuéllar as a consensus candidate, ending a prolonged paralysis. This diplomatic breakthrough earned him widespread respect for his fairness, imagination, and lucidity.
Launching his campaign, Otunnu emphasized the importance of moral leadership for the Secretary-General’s role, stating that the office’s greatest strength lies in its moral authority, derived from the UN Charter and member states’ support.
His proposed agenda focuses on rebuilding confidence in multilateral cooperation, addressing global challenges such as wars, geopolitical rivalries, and technological disruption. Key priorities include strengthening the UN’s moral authority, implementing institutional reforms, advancing peace initiatives in conflict zones like Ukraine and Gaza, and enhancing protections for women and children affected by conflict. Otunnu also advocates for better governance of artificial intelligence and increased connectivity between the UN and ordinary citizens.
Uganda views Otunnu’s candidacy as an opportunity to place a Ugandan diplomat at the forefront of global decision-making during a period of significant international uncertainty. His supporters believe his established skills in consensus-building and diplomacy are precisely what the UN needs to navigate contemporary crises.
