Parliament Official Stella Itute Wanted Over Shs27 Billion Embezzlement Case

The Anti-Corruption court has issued a warrant for the arrest of Stella Itute, a supervisor within the Parliament of Uganda. Itute is a co-accused in a significant case involving the alleged embezzlement of Shs 27.2 billion in parliamentary funds.
Grade One Magistrate Esther Asiimwe granted the arrest warrant after prosecutors from the Inspectorate of Government (IG) informed the court of their repeated, unsuccessful attempts to locate Itute. The IG requested the warrant, citing her unresponsiveness.
Itute is one of eight parliamentary officials charged with embezzlement, money laundering, and causing financial loss. The alleged misappropriated funds were reportedly diverted from parliamentary donations and corporate social responsibility activities. While Itute is accused of embezzling Shs 75 million, her co-accused face substantially larger amounts.
Among those charged alongside Itute are Chris Obore Ariko, director of communications and public affairs, accused of embezzling Shs 5.253 billion, and Daniel Adilo, director of human resources, implicated in Shs 14.609 billion misappropriation. Several other officials from various departments are also facing charges.
Some of the accused are also facing additional charges of money laundering, with allegations that they processed and received Shs 10.893 billion, knowing it to be proceeds of crime, between January 2023 and April 2026.
Itute’s legal representation stated they could not account for her whereabouts in court. The magistrate has ordered that Itute be apprehended and brought before the Anti-Corruption court on August 10, 2026, when the case is scheduled for mention. Meanwhile, bail applications for the other accused are set to be heard on August 3, 2026, with their remand extended until August 10.
