KCCA Deploys Undercover Team to Combat City Littering

Kampala is stepping up its fight against littering with a novel approach: deploying a team of “ambience ambassadors” who will work incognito to catch offenders. The Kampala Capital City Authority (KCCA) announced this strategy as part of broader efforts to enhance the city’s cleanliness and public health.

These undercover officers will monitor public areas, observing behavior and holding those who indiscriminately discard waste accountable. This initiative was revealed by KCCA executive director, Hajjat Sharifah Buzeki, during the launch of the mandatory monthly National Cleaning Day. This national clean-up event is intended to complement KCCA’s existing weekly “Weyonje” campaign.

Buzeki highlighted that external waste from surrounding areas exacerbates Kampala’s sanitation problems. The national clean-up is expected to mitigate this influx and reduce the overall garbage burden on the capital.

Despite the renewed focus on cleaning, the initial National Cleaning Day saw significant piles of garbage accumulating along city roads, awaiting collection. KCCA spokesperson Daniel Nuwabine acknowledged the large volume of waste generated, noting that it exposed the extent of existing garbage accumulation within communities and households. KCCA is working with private waste collectors to address the backlog and clear the accumulated refuse.

In parallel, KCCA is set to receive additional government funding, which Buzeki stated will boost the city’s waste management capabilities. Plans include rehabilitating the Buyala dumpsite, a major recipient of waste from Kampala and its metropolitan area. The authority also intends to purchase more garbage collection trucks to enhance service delivery across the city.
