Parliament Approves Kiryowa and Bangumya for EALA Seats

The Ugandan Parliament has officially approved Stella Kiryowa and Fred Rwakaizi Bangumya as the country’s representatives to the East African Legislative Assembly (EALA). This decision followed the adoption of a report by the Parliamentary Verification Committee, which confirmed that only these two candidates met the necessary qualifications.
The vacancies emerged after former EALA members James Kakooza and Dennis Namara were elected to the 12th Parliament of Uganda. According to the Chairperson of the Verification Committee, Hon. Dicksons Kateshumbwa, both Kiryowa and Bangumya submitted their nomination papers by the July 10, 2026 deadline.
During the parliamentary session chaired by Speaker Jacob Marksons Oboth on Thursday, July 16, 2026, the candidates were given the opportunity to address the Members of Parliament. Kiryowa spoke of her long-standing connection to Parliament and her readiness to contribute to the future of the East African Community, emphasizing the importance of the unity for future generations.
Bangumya highlighted Uganda’s crucial role within the EAC and pledged to champion initiatives focused on enhancing cross-border trade and advancing sustainable regional infrastructure. Given that only two individuals were nominated for the two available seats, the Speaker noted that a secret ballot was unnecessary, and their endorsement proceeded unopposed.
Kiryowa and Bangumya will now join the seven existing Ugandan representatives at the Arusha-based EALA. This brings Uganda’s contingent to nine members, contributing to the regional legislative body’s efforts in fostering integration and cooperation among member states.
