Muwanga Kivumbi Remains Missing After 10 Days Post-Bail Re-arrest

Former Member of Parliament for Butambala County, Muwanga Kivumbi, remains unaccounted for a full ten days after his re-arrest. The incident occurred on July 11, 2026, near the Mpigi police station, just one day after the High Court’s International Crimes Division (ICD) had granted him bail.

While police spokesperson ACP Kituuma Rusoke stated that any detained individual would eventually be presented in court, he was reluctant to comment directly on Kivumbi’s case or allegations of incommunicado detention. He also avoided discussing similar past cases, citing ongoing legal proceedings.

Despite the lack of an official police acknowledgment of holding Kivumbi, video evidence clearly shows uniformed officers and plain-clothed operatives intercepting his vehicle. The footage indicates a coordinated operation, with a police patrol vehicle blocking his car and a masked Superintendent coordinating the removal of Kivumbi into a “drone” vehicle.

Kivumbi’s legal team has taken action, filing a habeas corpus application at the ICD of the High Court. The application, which names the Inspector General of Police and the Chief of Defence Forces as respondents, seeks a court order compelling them to produce Kivumbi. The case has been adjourned to July 21, 2026, for the Attorney General to respond.

Kivumbi’s previous arrest was in January 2026, in connection with alleged violence following the general elections. Charges included participating in acts to intimidate the government and damaging property. Associates suggest his current detention might be related to recent critical remarks he made about government officials or potential injuries sustained during interrogation, though these claims remain unconfirmed.
