DP and NRM Forge Historic Cooperation Pact in 2022

On July 20, 2022, a significant political development occurred in Uganda with the signing of a cooperation agreement between the Democratic Party (DP) and the ruling National Resistance Movement (NRM) at State House, Entebbe.

The pact, consisting of 42 clauses, was officially inked by President Yoweri Museveni, NRM National Chairman, and Norbert Mao, DP President General. NRM Secretary General Richard Todwong and DP Secretary General Gerald Siranda stood as witnesses to the historic accord.

This agreement was envisioned as a strategic framework to advance national dialogue, uphold constitutionalism, and promote cooperative politics within the country. It specifically outlined the DP’s commitment to supporting the NRM government on crucial legislative matters, confidence motions, and significant policy initiatives throughout the 2021-2026 parliamentary term.

The immediate aftermath saw a reshuffling of the political landscape. Norbert Mao was appointed as the Minister for Justice and Constitutional Affairs, placing him at the forefront of national dialogue and constitutional reform efforts. Additionally, Gerald Siranda secured a position in the East African Legislative Assembly (EALA), with support from the NRM parliamentary majority.

However, the partnership was not without its controversies. It ignited considerable internal divisions within the DP, as several senior party members voiced strong opposition, claiming the deal was made without broad party consensus. The agreement faced legal challenges, but in March 2026, the Constitutional Court affirmed its validity, determining it did not violate Uganda’s Constitution.

Though the initial agreement was calibrated for the 2021-2026 parliamentary term, discussions regarding its continuation are ongoing. While dissenters within the DP believe the pact has served its purpose, leaders like Mao maintain that continued cooperation offers a viable avenue for influencing national governance and policy from within the established structure.
