Museveni Urges South Africa Returnees to Invest at Home, Pledges Shs2 Billion Support

President Yoweri Museveni has called upon Ugandans recently repatriated from South Africa, following xenophobic attacks, to shift their focus from seeking opportunities abroad to harnessing the economic potential within their homeland. He urged them to build their futures and create wealth in Uganda, a country he described as resource-rich and full of possibilities.

During the pass-out ceremony for 1,030 returnees at the National Leadership Institute (NALI) in Kyankwanzi, President Museveni announced financial assistance totaling Shs2 billion to aid in their reintegration. Additionally, each household head received Shs2 million for transport back to their home districts.

The returnees had spent 15 days at NALI undergoing rehabilitation, counseling, and ideological orientation. This program was orchestrated by the National Secretariat for Patriotism Corps (NSPC) after their evacuation from South Africa amid violent attacks targeting foreign African nationals.

Museveni emphasized that Uganda offers significant opportunities in sectors such as commercial agriculture, manufacturing, services, artisan work, and the digital economy. He cited examples like Richard Nyakana, who earns over Shs200 million annually from a small-scale dairy and poultry farm, and Johnson Basangwa, whose poultry business generates substantial income from egg sales. He also highlighted Vicky Apio, who successfully transformed a small grant into a thriving farming business.

The President addressed the deceptive promises of jobs abroad, stating that Uganda’s future is rooted in industrialization, value addition, and modern agriculture. He revealed that he had discussed the xenophobic attacks with South African President Cyril Ramaphosa, urging decisive action to prevent future incidents and maintain continental unity.

To facilitate their fresh start, the government provided the Shs2 billion support and encouraged beneficiaries to leverage existing programs like the Parish Development Model and Emyooga. The returnees were also advised to document any lost property or businesses to assist the government in assessing potential interventions. Prime Minister Robinah Nabbanja affirmed the government’s commitment to protecting its citizens abroad, noting that the repatriation was facilitated by Uganda Airlines at no cost to the returnees. Acting State Minister for Foreign Affairs Haruna Kyeyune Kasolo confirmed that three Ugandans lost their lives during the attacks and that diplomatic engagements with South Africa are underway to assess the extent of losses suffered by Ugandan businesses.

According to the National Secretariat for Patriotism Corps, the rehabilitation program aimed to restore hope and patriotism. A temporary nursery school was established at NALI to care for the numerous children of returnees while their parents attended sessions. Government agencies also provided essential services, including the issuance of national IDs and business registration, to support the returnees’ transition.
