Wakiso District Staff Face Career Stagnation Amidst Absent Service Commission

Wakiso District employees are voicing frustration over a standstill in their professional development, with many reporting years without promotion or confirmation in their roles. The core issue stems from the defunct District Service Commission (DSC), which has been inoperative since the previous commission’s term ended. This absence cripples essential human resource functions like hiring and promotions.

District Chief Administrative Officer (CAO) Jude Mark Bukenya acknowledged the widespread concern among staff during a recent meeting. He appealed for patience, assuring employees that efforts are underway to reinstate the DSC. Bukenya emphasized that the commission’s inactivity prevents the district from undertaking crucial staffing actions, leading to the current career stagnation.

Furthermore, the CAO cautioned supervisors against exploiting the situation, particularly by delaying the retirement processes for staff who have reached the mandatory retirement age. Bukenya stressed the importance of adhering to legal procedures for retirement, regardless of the DSC’s status.

The lack of a functional DSC is also creating critical staffing gaps, especially within the education sector. The Acting District Education Officer, Preme Ritah Nanyanzi, highlighted that schools are grappling with teacher shortages following recent retirements that haven’t been met with new hires. As a temporary fix, the district is considering redeploying teachers from under-enrolled schools to those with larger student populations.

The ongoing delays in promotions, confirmations, and recruitment are not only affecting individual staff morale but are also raising concerns about the overall quality of public service delivery in Wakiso District. Employees are hopeful that the timely reconstitution of the District Service Commission will finally address the significant backlog and restore normal operations.
