Museveni Emphasizes Dialogue for Sudan Peace, Praises Uganda's Refugee Policy

President Yoweri Museveni has underscored the critical role of dialogue, democratic governance, and respect for diverse identities in achieving sustainable peace within Sudan. The President articulated these views during a high-level meeting at State House Entebbe with Pekka Haavisto, the United Nations Secretary-General’s Personal Envoy for Sudan.

The discussions primarily focused on the ongoing conflict in Sudan, the dire humanitarian situation, and the broader regional security landscape. Both leaders explored avenues for strengthening dialogue among the warring factions, enhancing regional cooperation, and bolstering initiatives aimed at a lasting peace settlement.

President Museveni pointed out that addressing the root ideological and political issues is paramount to ending Sudan’s instability. He advocated for democratic processes and inclusive governance as the most effective conflict resolution mechanisms, cautioning against imposing a singular identity in multi-ethnic states, which he believes often leads to recurring crises.

“Using force to settle political differences is a wrong idea,” President Museveni stated, emphasizing that when people disagree, elections should be the recourse.

Furthermore, the President reaffirmed Uganda’s unwavering commitment to sheltering those displaced by conflict. He highlighted that the nation’s refugee policy is deeply rooted in humanitarian principles and the shared historical and cultural ties that bind communities across the region. “These refugees are our people. They come with knowledge, so we don’t mind. They can come because this is their country,” he remarked, noting Uganda hosts over two million refugees.

Mr. Haavisto commended Uganda’s open-door refugee policy, acknowledging its significant international recognition and appreciation. He conveyed the UN’s gratitude for Uganda’s generosity, particularly in hosting Sudanese refugees.

Haavisto mentioned that the UN is actively engaging conflict parties on humanitarian access, the release of detainees, and support for affected youth. He believes President Museveni’s involvement could be pivotal in advancing the peace process, expressing optimism that sustained dialogue, supported by regional and international actors, can lead to stability in Sudan.
