UCC Halts Crackdown on Unlicensed Hotspot Operators for Consultations

The Uganda Communications Commission (UCC) will not pursue unlicensed internet hotspot operators for the time being. This decision comes after discussions with the Alliance of Hotspot Operators Uganda (AHOU) and is intended to pave the way for developing appropriate regulations for this expanding service provider segment.

UCC Executive Director Nyombi Thembo announced that while the commission’s earlier notice regarding regulation remains active, enforcement activities are on hold. This period is seen as crucial for collaboration and understanding between the UCC and the operators.

“I have officially directed our teams to suspend all enforcement actions. This grace period will allow us to engage, learn, and co-create a realistic path to compliance,” Thembo stated, emphasizing a cooperative approach.

The UCC acknowledged the vital role hotspot operators play in extending internet accessibility, especially in underserved areas, and in generating employment for young entrepreneurs. However, the commission also highlighted the potential risks to consumers and the broader communications sector, such as network interference and data privacy concerns, when operations occur outside the established legal framework.

To move forward, the UCC has initiated a technical study where AHOU members will work alongside UCC engineers. This collaboration aims to provide a clear understanding of the operators’ network and billing systems, which will be instrumental in crafting tailored regulations.

Further discussions are planned, involving major telecom companies, internet service providers, the Uganda Revenue Authority, and local government bodies. These talks will focus on fair wholesale internet pricing and streamlined tax structures for hotspot businesses.

Thembo reiterated that the UCC’s goal is to foster a well-organized, secure, and legally compliant market that encourages innovation while ensuring adherence to national communication laws. The ultimate aim is to support the sector’s growth responsibly.
