A critical meeting involving top officials from the Ministry of Education and Sports, the Ministry of Works and Transport, and the Uganda Police Force was held to tackle a recent spate of deadly accidents during school educational trips. The gathering, hosted at the Ministry of Education headquarters, included key figures such as Dr. Dennis Mugimba, the ministry’s spokesperson, Winston Katushabe, Commissioner for Transport Regulation and Safety, and AIGP Lawrence Nuwabine, head of Traffic Police.
The primary focus of the discussions was to implement immediate measures to bolster safety for students undertaking study tours and to put a halt to further loss of life. While specific resolutions are yet to be publicly disclosed, it is anticipated that new guidelines will be developed covering aspects like school transport operations, vehicle roadworthiness inspections, driver qualifications, and effective supervision protocols for educational excursions.
This urgent review comes in the wake of a devastating crash involving a bus from King David Junior School in Wakiso. The bus, carrying pupils returning from Sipi Falls, was involved in a fatal collision in Kapchorwa District, resulting in the deaths of approximately 20 pupils and the school director. This incident marked the third fatal school bus accident within a mere six days, preceded by separate tragedies in Mukono and Bugweri that claimed the lives of a teacher and a bus driver, respectively.
These recurrent accidents have intensified calls for more stringent regulations governing school travel. Stakeholders are questioning whether existing safety checks are sufficiently robust before schools permit long-distance journeys. Concerns were further amplified by another recent incident in Mukono where a bus carrying students from Mwebaza High School collided with a train, causing injuries and a fatality. Authorities are expected to release details of enhanced safety measures once the inter-agency deliberations are concluded.
