Museveni Advises Malian Officers on Pan-Africanism and Economic Growth

President Yoweri Museveni has impressed upon officers from Mali’s War College the critical importance of patriotism, Pan-Africanism, economic transformation, and strategic security as cornerstones for Africa’s enduring prosperity and stability. Addressing the delegation at State House Entebbe, President Museveni, drawing from his extensive experience in African affairs spanning over six decades, articulated that the continent’s destiny hinges on successfully addressing three key historical missions: fostering prosperity, ensuring strategic security, and promoting African unity.

“Africa’s liberation struggle was never solely about attaining political independence but also about creating sustainable prosperity for its people,” President Museveni stated, highlighting that true prosperity stems from production and trade, not aid. He used his personal experience as a cattle farmer to illustrate how wider markets, not just local ones, are essential for wealth creation, underscoring the economic necessity of Pan-Africanism.

The President also stressed the need for socio-economic transformation, encouraging African nations to move beyond subsistence agriculture towards commercial production. He emphasized that prosperity must be defended, pointing to the evolving nature of modern warfare, which now includes space, and the necessity of political integration for robust security capabilities.

President Museveni welcomed the growing regional cooperation among Mali, Burkina Faso, and Niger, asserting that deeper political and security integration is vital for African countries to safeguard their sovereignty and accelerate development. He critiqued the failure of post-independence leaders to unite the continent, which he identified as a reason for the current geopolitical vulnerabilities and external competition for Africa’s resources.

The lecture also touched upon adding value to resources, using Uganda’s dairy sector as an example, and the dual approach of ideological and military strategies to combat terrorism. The Malian delegation, led by Brig. Gen. Moussa Yoro Kanté, expressed gratitude for Uganda’s support and commitment to Pan-Africanism, noting that the visit aimed to deepen their understanding of national security and development in Uganda.
