The Parliament of Uganda has officially endorsed two candidates, Stella Kiryowa and Fred Rwakaizi Bangumya, to represent the nation at the East African Legislative Assembly (EALA). This decision follows the adoption of a report by the Parliamentary Verification Committee, which confirmed that both nominees met the necessary qualifications.
The vacancies at EALA arose because the previous representatives, Hon. James Kakooza and Hon. Dennis Namara, were elected to the 12th Parliament of Uganda. According to the Chairperson of the Verification Committee, Hon. Dicksons Kateshumbwa, Kiryowa and Bangumya were the only individuals to submit their nomination papers by the July 10, 2026 deadline.
During the parliamentary session, chaired by Speaker Jacob Marksons Oboth, both candidates were given the opportunity to address the Members of Parliament. Kiryowa spoke of her journey from a young observer in Parliament to an adult ready to contribute to the future of the East African Community (EAC). She emphasized the importance of shaping a positive legacy for future generations within the region.
Bangumya highlighted Uganda’s significant role in advancing the EAC’s objectives. He expressed his commitment to fostering cross-border trade and supporting the development of sustainable regional infrastructure. Given that there were only two available positions and precisely two qualified candidates, the Speaker noted that a secret ballot was unnecessary, and the candidates were endorsed without a vote.
Kiryowa and Bangumya will now join the existing seven Ugandan representatives at the Arusha-based EALA, contributing to regional integration and cooperation. The current Ugandan contingent includes Rose Akol Okullu, Paul Mwasa Musamali, George Stephen Odongo, Mary Mugyenyi, Gerald Blacks Siranda, Jacquiline Amongin, and Veronica Babirye Kadogo.
