Local Governments Crucial in Anti-Corruption Fight, Says PS Akumumanya

Permanent Secretary in the Ministry of Local Government, Ben Akumumanya, has underscored the pivotal role of local government leaders in combating corruption, stressing that integrity at the grassroots is fundamental to the success of Uganda’s anti-graft initiatives.

Speaking at the African Anti-Corruption Day commemoration, Akumumanya highlighted that decentralized local governments are essential for the transparent management of public resources and efficient service delivery. He specifically called upon senior human resource managers within these local governments to enhance their supervisory roles, ensuring that those under them uphold integrity and accountability.

Akumumanya pointed to Uganda’s persistent struggle with corruption, referencing Transparency International’s Corruption Perceptions Index which ranked the country poorly. He urged public officials to diligently implement existing laws and regulations, such as the Public Service Act, to prevent corrupt practices.

He further challenged Chief Administrative Officers and Town Clerks to fully grasp and implement the objectives of decentralisation, which include bringing services closer to citizens and improving public participation. Akumumanya noted that the effectiveness of decentralisation hinges on the integrity and legal adherence of local leaders.

The Permanent Secretary advocated for a broader approach to fighting corruption, beyond just prosecuting offenders. He stressed the importance of ethical conduct, effective human resource management, and strict adherence to procedures.

These statements come as the government intensifies its “No Sleep, No Corruption” campaign, with local governments expected to take a leading role in protecting public funds and improving service delivery. Akumumanya concluded that strengthening accountability at the local level is a key strategy for curbing corruption and ensuring decentralisation benefits all Ugandans.
