Speaker Jacob Oboth is spearheading a significant initiative to empower Parliamentary Oversight Committees by ensuring their complete financial independence. The Parliamentary Commission will now prioritize the full internal funding of these committees’ operations, a move designed to safeguard their integrity, boost efficiency, and foster greater public confidence.
This strategy was detailed during a recent meeting with the Leadership Code Tribunal, led by Chairperson Dr. Roselyn Karugonjo-Segawa. The Speaker emphasized that robust internal funding is crucial for the unimpeded execution of legislative duties. “Our goal is to ensure our committees are fully equipped and seamlessly supported by the Parliamentary Commission,” Oboth stated, noting that the Parliament’s increased budget of Shs1.2 trillion will be instrumental in facilitating this.
This financial autonomy will prevent committees from being influenced by the Ministries, Departments, and Agencies (MDAs) they scrutinize, thereby promoting objective and well-supported reviews. The Speaker also proposed a partnership with the Leadership Code Tribunal to provide proactive legal orientations for Members of Parliament regarding the declaration of income, assets, and liabilities.
“The Tribunal is a valuable partner for our lawmakers,” Oboth remarked, adding that preemptive education will help ensure all public representatives adhere to national legal frameworks. He also pledged Parliament’s support to help the tribunal find a permanent office space, potentially within the Ministry of Justice complex, to reduce its reliance on commercial rent.
Dr. Karugonjo-Segawa lauded Parliament’s commitment to transparency and efficiency, pledging the tribunal’s continued dedication to its mandate with integrity. The Speaker reaffirmed his commitment to championing policies that strengthen national governance and support its key partners.
