Meloni's Electoral Reform Bill Suffers Narrow Defeat in Parliament

Prime Minister Giorgia Meloni’s government has experienced a surprising defeat in Italy’s Chamber of Deputies concerning a key electoral reform proposal. The amendment, championed by Meloni’s Brothers of Italy (FdI) party, was rejected in a secret ballot by a razor-thin margin of 188 votes to 187.

This outcome indicates that several members of Meloni’s own parliamentary group may have voted against the measure, signaling potential fissures within the ruling coalition. Meloni expressed her disappointment on social media, calling the result “a missed opportunity for Italians” and criticizing the opposition’s jubilant reaction.

The proposed reform aimed to transition Italy towards a fully proportional electoral system, incorporating a bonus for the leading party or coalition, even without an outright majority. It also sought to mandate coalitions to present a unified platform and a single prime ministerial candidate.

However, the specific provision voted down on Wednesday concerned preference voting, which would have allowed voters to select individual candidates from a party list. Despite this setback, the government retains the ability to pursue other aspects of the electoral reform.

Meloni has argued that the reforms would lead to more stable governments, while opposition parties have decried them as “authoritarian” attempts to consolidate power. The defeat comes at a time of increasing tensions within Meloni’s center-right coalition and as opposition parties prepare a united front for the upcoming general election, currently slated for autumn 2027.
