The Ugandan Cabinet has approved the draft Plant, Machinery and Vehicles Management Bill, 2026, signaling a significant step towards a more unified approach to managing government-owned transportation and equipment.
The proposed legislation seeks to address long-standing issues highlighted by the Auditor General, which have included poor record-keeping, escalating maintenance costs, and inefficient disposal of aging vehicles.
Currently, the management of government vehicles is fragmented, leading to overlap in responsibilities and weak accountability. This new bill aims to create a single, cohesive legal framework covering the entire lifecycle of these assets, from their acquisition and operation to their eventual disposal.
Under the proposed law, the Ministry of Works and Transport is expected to house a competent professional structure to oversee these functions. The government intends for this unified system to improve safety, operational efficiency, and sustainability, while also aligning with the nation’s digital transformation agenda by exploring technologies like AI and IoT.
This initiative supports the National Development Plan IV and complements existing financial management and ICT policies, promising to curb vehicle misuse, bolster accountability, and reduce the financial burden of vehicle maintenance on public expenditure.
