Parliament Reinstates Lapsed Business from Previous Term

The Ugandan Parliament has officially reinstated a range of business that was pending at the dissolution of the 11th Parliament. This includes the Annual Auditor General’s Report for the year ending December 31, 2025, and the Petroleum Fund Annual Report for the year ending June 2025.

Also brought back for consideration are investigations into environmental concerns, such as the destruction of Zoka forest, and various petitions submitted by the public. The decision was made during a sitting on Tuesday, July 14, 2026, following a motion moved by Hon. Faith Nakut, the Woman Representative for Napak District.

Hon. Nakut invoked Rule 245 of the parliamentary Rules of Procedure, which allows for the reinstatement of lapsed business within the first 14 sittings of a new session. She emphasized the importance of reviewing the Auditor General’s report, especially given the significant increase in the national budget for the 2024/2025 financial year.

“It is in the 2024/2025 financial year that our national budget significantly increased from Shs52 trillion to Shs72 trillion. It is therefore, good that the relevant committees look into some of these issues,” Nakut stated.

Particular attention was drawn to the utilization of Shs484 billion from the Petroleum Fund for the Hoima City Stadium construction, with Nakut highlighting the need for thorough scrutiny. The reinstatement of petitions was also stressed as vital for fulfilling Parliament’s representative mandate and ensuring public voices are heard.

Other lawmakers, including Hon. Isaac Otimgiw and Hon. John Baptist Nambeshe, supported the motion, advocating for dedicated time for committee work to ensure the efficient completion of these reinstated matters. Hon. Jesca Ababiku echoed the sentiment, noting that concluding parliamentary business prevents important issues from being left unresolved.
