UCC Justifies Public Wi-Fi Crackdown: Consumer Protection and Fair Competition Key

The Uganda Communications Commission (UCC) has issued a statement clarifying the rationale behind its recent crackdown on public Wi-Fi providers operating without the necessary licenses. Executive Director Nyombi Thembo stated that the enforcement is primarily aimed at safeguarding consumers, fostering a competitive business environment, and maintaining trust in Uganda’s burgeoning digital economy.

While acknowledging that the proliferation of public Wi-Fi has boosted internet access and created entrepreneurial opportunities, Thembo underscored that all entities offering communication services must adhere to regulatory frameworks. He explained that the goal is not merely legal compliance but to cultivate a communications sector that encourages innovation while simultaneously protecting the public’s interest.

Thembo highlighted that the telecommunications sector handles sensitive data, financial transactions, and critical business operations, making it a highly regulated field. Allowing unlicensed operators to persist poses risks to consumer confidence and disadvantages legitimate businesses that meet regulatory and technical standards.

The UCC is urging all unlicensed operators to formalize their operations by obtaining the appropriate Public Service Provider (PSP) license. The commission is exploring options to potentially introduce a new, more accessible licensing category specifically for organized youth and women’s groups looking to offer public Wi-Fi services.

This move aims to lower entry barriers while ensuring compliance with regulatory standards, ultimately supporting Uganda’s digital transformation through a balance of innovation, accountability, and consumer protection.
