UPDF MPs Integrated into Parliamentary Committees for Oversight and Law-Making

The Uganda People’s Defence Forces (UPDF) representatives in the 12th Parliament have been actively integrated into the legislative process with their deployment to various parliamentary committees. Brig Gen Dr. David Gonyi, Chief of Staff of the Uganda People’s Defence Air Force (UPDAF) and Whip for the UPDF legislators, highlighted the significance of these committees.

During a parliamentary sitting chaired by Deputy Speaker Thomas Tayebwa, Brig Gen Gonyi announced the committee assignments for the ten UPDF representatives. He emphasized that parliamentary committees serve as the “backbone of legislative oversight, budgeting and law-making,” underscoring their vital function within the House.

Parliament operates through Standing Committees, which are permanent bodies responsible for continuous oversight and specialized investigations, and Sectoral Committees, which align with government ministries, scrutinize budget allocations, and review Bills within their specific domains. These committees, typically comprising around 30 members, are crucial for detailed legislative work.

Several UPDF members have taken up key roles. Maj Gen Henry Matsiko is on the Public Accounts Committee, Brig Gen Dr. David Gonyi will serve on the Business Committee, and Lt Gen James Mugira is assigned to the Committee on National Economy. Maj Gen James Kinalwa will sit on both the Appointments Committee and the Committee on HIV/AIDS.

Other assignments include Col Night Ikiriza to Equal Opportunities, Lt Gen Sam Kavuma to COSASE and Agriculture, Lt Gen Sam Okiding to Public Accounts (Local Government) and Physical Infrastructure, Col Christine Nekesa to the Human Rights Committee and Health, Maj Gen Joseph Ssemwanga to Climate Change and Defence, and Col Sylvia Meeme to Science, Technology and Innovation, and Environment and Natural Resources.

Brig Gen Gonyi further noted that the committee system allows for in-depth scrutiny of government programs and legislative duties that are challenging to address in plenary sessions. This integration marks a significant step for the 12th Parliament, positioning these committees to play a pivotal role in policy development, expenditure review, and accountability.
