KCCA Tears Down Illegal Structures at Centenary Park for Flyover Expansion

Kampala Capital City Authority (KCCA) carried out an enforcement operation on Thursday, July 9th, at Centenary Park, dismantling three structures found to be illegally erected within the planned alignment for the second phase of the Kampala Flyover Project. The structures included a turf facility and two other buildings that had encroached on land reserved for the significant infrastructure development.

The city authority stated that the demolition was a necessary measure to protect the integrity of the land allocated for the flyover, with construction slated to commence in January 2027. KCCA noted that developers had been issued multiple warnings prior to the enforcement action.

According to KCCA, an initial notice was served in February 2026 when the site was only graded, followed by a second warning in April when construction activities had evidently continued without proper authorization. Despite these directives, the developers proceeded with their work, prompting KCCA’s intervention.

This action is part of KCCA’s broader commitment to development control and enforcing regulations to safeguard public infrastructure. The authority emphasized its dedication to ensuring all urban developments adhere to approved plans and regulations, warning that illegal constructions will not be permitted to impede major public projects or the city’s future growth.

The Kampala Flyover Project’s second phase, funded by the Japanese government at an estimated cost of Shs659 billion, aims to extend the existing flyover network, improve key junctions, and widen critical city roads to alleviate traffic congestion. The Ministry of Works and Transport has finalized implementation arrangements, with construction scheduled to begin in early 2027.

This demolition underscores KCCA’s resolve to maintain order in urban development and protect vital public projects. The Authority remains committed to ensuring compliance with all approved plans and regulations, protecting the capital’s infrastructure and its continued development.
