Minister Nabakooba Orders Arrest of Land Grab Enforcers in Buikwe

Lands Minister Judith Nabakooba has issued a strong directive for the arrest of alleged enforcers accused of intimidating and forcefully evicting bibanja holders in Buikwe District. The move comes as the government seeks to address a long-standing land dispute in Lugazi Municipality.

During a community meeting in Bamungaya Village, which aimed to resolve the conflict, two suspects, Moses Kaziba and Tonny, were apprehended. The operation was conducted with the support of Diana Mutasingwa, Minister of State in the Office of the Vice President and local MP, alongside other government ministers.

Residents voiced serious accusations against the apprehended individuals, claiming they led a group hired to intimidate and forcibly remove bibanja holders. Allegations included blocking access roads and routine harassment of villagers. Families occupying the land reported living in constant fear, facing threats, assaults, and nighttime attacks, despite having occupied the land for many years without any court order to vacate.

Some residents stated they have been forcibly evicted from their homes, which are now occupied by those engaging in the alleged illegal evictions. The land in question spans approximately 320 acres, reportedly purchased by Simbaland Investments from the Muyombya Wakigadya family. While five family members agreed to the sale, one reportedly objected.

Simbaland Investments representatives asserted legal acquisition and compensation of tenants, noting the project’s awareness by President Yoweri Museveni. However, Minister Diana Mutasingwa emphasized that while investment is supported, it must not infringe on citizens’ rights, questioning the presence of hired enforcers if the acquisition was lawful.

Minister Nabakooba condemned the use of intimidation and violence in land disputes, stressing that such matters should be resolved through legal channels. She instructed the Buikwe District Police Commander to arrest all implicated individuals and ensure they vacate the disputed territory as investigations proceed. The Minister also pledged to facilitate a meeting between all parties to seek a peaceful resolution.

The apprehended suspects were taken to Lugazi Police Station to provide statements as investigations continue.
