Lule and Museveni Forge NRA: A Pivotal Moment in Ugandan History

In a pivotal move on this date in 1981, two prominent Ugandan opposition figures, former President Yusuf Lule and rebel leader Yoweri Museveni, united to establish the National Resistance Movement (NRM) and its military wing, the National Resistance Army (NRA).
The agreement, forged in Nairobi, Kenya, brought together Lule’s Uganda Freedom Fighters (UFF) and Museveni’s Popular Resistance Army (PRA). Each brought distinct advantages to the nascent alliance.
Museveni’s PRA had initiated an armed struggle against President Milton Obote’s government earlier that year. However, the movement faced challenges in gaining widespread support within the Luwero Triangle, the region where the insurgency was based.
Lule, conversely, possessed significant political capital, especially within Buganda, but his UFF lacked a robust fighting capacity. The merger aimed to leverage Lule’s political legitimacy and Museveni’s military experience.
Secret negotiations, with key figures like Amama Mbabazi and Matthew Rukikaire involved, led to the pact. External pressure, notably from Libyan leader Muammar Gaddafi, who reportedly conditioned military aid on a united front, also played a role.
Under the agreement, Lule assumed the role of NRM Chairman, providing political direction, while Museveni became Vice Chairman and head of the High Command, overseeing military strategy. The document intentionally sidestepped contentious issues, focusing on the immediate goal of ousting Obote and restoring democracy.
The unification proved instrumental. Lule’s endorsement bolstered the rebels’ standing, enhancing community trust and recruitment for the NRA. This newfound strength, coupled with potential external support, significantly advanced their cause. Although Lule passed away in 1985, the NRM/NRA alliance persisted, culminating in the capture of Kampala in January 1986, marking the beginning of the NRM’s long tenure in power.
