UCC Cracks Down on Unlicensed Public Wi-Fi Providers

The Uganda Communications Commission (UCC) has launched a significant enforcement drive targeting individuals and businesses providing public Wi-Fi access without proper authorization. This nationwide campaign, announced on July 7, 2026, comes as the demand for accessible internet connectivity continues to surge across Uganda.

While the growth of internet services presents new business opportunities, the UCC emphasized that all public internet providers must adhere to national laws and regulatory requirements. Investigations by the Commission have revealed that some entities are installing telecommunications equipment to offer public Wi-Fi without obtaining the required approvals.

According to the UCC, these unregulated operations pose risks to consumers, including unreliable service, potential data exposure, and cyber threats. They also compromise the security and integrity of Uganda’s communication networks. Licensing ensures that providers meet quality standards, fulfill consumer protection obligations, and implement robust cybersecurity measures.

The UCC warned users of illegal public Wi-Fi that they have limited recourse in case of service issues or data breaches. The enforcement initiative will be conducted in collaboration with licensed Internet Service Providers (ISPs), telecom operators, and relevant government bodies.

Individuals and businesses currently offering unauthorized Wi-Fi services are urged to regularize their operations immediately or discontinue their services. The public is advised to obtain internet services exclusively from licensed providers, whose details can be verified on the UCC’s official list. Concerns or reports regarding unauthorized services can be directed to the UCC’s toll-free number, 0800 222 777.

This campaign is a key part of the UCC’s broader strategy to foster a secure, innovative, and affordable communication environment as Uganda progresses with its digital transformation agenda.
