Judiciary Council Convenes to Formalize New Rules on Case Files and Judicial Conduct

The Judiciary Council has initiated a crucial two-day retreat at the Lake Victoria Serena Resort in Kigo. The primary objective of this meeting is to deliberate upon and ratify new regulations designed to improve the management of case files and uphold professional standards within the judiciary.

Chief Justice Flavian Zeija highlighted two key documents on the agenda: the draft Magistrates’ Courts Transfer and Management of Files Practice Directions, 2026, and a new Code of Conduct for the Judiciary Service, 2026.

The proposed practice directions are specifically intended to tackle the persistent problem of lost and mismanaged case files within magistrates’ courts. This issue has been a significant factor contributing to lengthy delays in hearings and frequent adjournments, undermining the efficiency of the justice system.

Registrars John Paul Edoku and Juliet Komugisa formally presented the draft practice directions to the 17-member Council for their review and approval. This collaborative effort underscores the commitment to modernizing judicial procedures.

During the opening of the retreat, Chief Justice Zeija took the opportunity to extend congratulations to Justice Moses Kazibwe Kawumi on his recent appointment as Deputy Chief Justice and to Agnes Alum on her appointment as Chief Registrar. These appointments mark important moments for judicial leadership.

The Judiciary Council plays a vital role in advising on matters of judicial administration and policy. Its last review of the Code of Conduct was in 2003, making the current revision a significant undertaking to bolster accountability and professional integrity across the judiciary.

This retreat represents a proactive step by the Judiciary Council to address systemic challenges and reinforce the foundations of judicial service in Uganda.
