Uganda to Launch E-Recruitment System to Combat Bribery in Public Service

Bribery has become a significant challenge in the recruitment processes for local governments in Uganda, with a substantial amount of money allegedly exchanged for jobs. The Inspectorate General of Government (IGG) has identified district recruitment as a particularly corruption-prone sector. Their reports indicate that a vast majority of applicants survey cited bribery as a common issue throughout the hiring stages, from shortlisting to the issuance of appointment letters.
To address this deeply entrenched problem, the Ministry of Local Government is set to transition to an electronic recruitment system. This new approach is designed to minimize direct interaction between job seekers and recruitment officials, thereby reducing opportunities for corrupt practices. The online platform will allow applicants to submit their applications, upload necessary documents, and receive all communications digitally.
Officials believe that reducing physical contact and paperwork will significantly curb bribery and favoritism, ensuring that public service positions are awarded based on merit. The e-recruitment system is also expected to automate the shortlisting process and standardize recruitment procedures across all districts and cities, fostering greater accountability and transparency.
This initiative is part of a broader government agenda to digitize public administration. Beyond fighting corruption, the move is anticipated to improve overall efficiency, reduce operational costs, and create a clear audit trail for every recruitment exercise. The digital system will be gradually rolled out to all local governments, becoming the standard for hiring public servants at the district and city levels.
