Uganda Shifts to E-Recruitment to Combat Widespread Bribery in Public Service

Bribery has become a pervasive issue within Uganda’s public service recruitment processes, particularly at the district and city levels. The Inspectorate General of Government (IGG) has identified district recruitment as a major corruption hotspot, with a recent report indicating that 82% of surveyed applicants cited bribery as common during shortlisting, interviews, and the issuance of appointment letters.
Between 2018 and 2022, an estimated Shs29 billion was reportedly paid in bribes related to recruitment. This practice not only undermines meritocracy but also leads to the hiring of unqualified individuals, ultimately compromising service delivery.
To address these deep-seated problems, the Ministry of Local Government is rolling out a comprehensive electronic recruitment system. This digital platform is designed to minimize direct human interaction between applicants and recruitment officials, thereby curtailing opportunities for bribery and favoritism.
Under the new e-recruitment model, job seekers will submit applications and upload necessary documents online. The system will automate the shortlisting process and standardize recruitment procedures nationwide. Notifications and updates will be delivered digitally, ensuring a streamlined and transparent experience for all applicants.
Government officials believe this digital transformation will restore public trust in the hiring process, ensuring that positions are awarded based on qualifications and merit rather than personal influence. This initiative is part of a broader government agenda to digitize public administration, aiming to improve efficiency, reduce operational costs, and create a clear audit trail for every recruitment exercise.
The e-recruitment system will be gradually implemented across all local governments, establishing a new standard for public servant recruitment at the district and city levels, as Uganda continues its push towards digital governance.
