Uganda Law Society Halts Office Operations Amid Security Fears

The Uganda Law Society (ULS) has made the decision to temporarily suspend all physical administrative operations at its headquarters, ULS House, located in Kololo, Kampala. This significant step, announced on June 29, 2026, stems from mounting concerns over prevailing security and political conditions within the country, which the Society deems a threat to the well-being of its personnel, members, and associated stakeholders.

In an executive order, the ULS Governing Council, led by President Isaac Ssemakadde, directed all administrative departments to transition to remote work. This business continuity strategy aims to safeguard individuals while ensuring that essential services remain accessible. The decision is informed by previous ULS statements highlighting security anxieties.

Despite the closure of physical administrative functions, the ULS has assured that legal services will continue without interruption. All departments, including finance, human resources, and communications, will operate remotely to maintain full service delivery. The Society’s Legal Aid Project (LAP) is an exception, with physical operations continuing at ULS House and nationwide legal aid offices to ensure continued access to justice for clients.

Furthermore, the ULS is moving forward with plans to enhance legal aid services through digitization over the next twelve months. The organization also confirmed that its upcoming event, TechFest2026, a digital transformation festival for the legal profession, will proceed as scheduled. This initiative aligns with the ULS’s broader strategy to support law firms in adopting paperless operations and to bolster the resilience of the legal profession against contemporary challenges. The Society will continue to monitor the security situation and will provide updates on the potential reopening of ULS House.

This executive order took immediate effect and was electronically signed by Acting Secretary Ssali Babu and Vice President Asiimwe Anthony.
