Adding to the complexity is the issue of delayed rulings. Even when cases enter the mediation process, the time taken to reach a final decision can still be substantial. This can lead to taxpayer frustration and uncertainty, undermining the efficiency gains that mediation is intended to provide.
The effectiveness of mediation in Uganda hinges on its ability to not only resolve existing disputes but also to manage the continuous inflow of new cases without succumbing to systemic delays. The URA and relevant stakeholders are likely exploring ways to enhance the mediation process, possibly through increased resources, improved technological support, or further legislative adjustments, to ensure it can effectively serve as a sustainable solution to the mounting tax caseload.
