Uganda's Aviation Authority to Separate Regulatory and Operations Roles by 2027

The Uganda Civil Aviation Authority (UCAA) is embarking on a strategic realignment to divide its responsibilities. By mid-2027, the authority intends to split its core functions, separating the regulatory and oversight aspects of the aviation industry from the direct management of airport operations. This move is designed to prevent potential conflicts of interest and foster greater efficiency.
UCAA Director General Fred Bamwesigye announced the plan, emphasizing that the separation will allow a dedicated entity to focus solely on industry regulation while another entity will manage airport services. This separation is seen as crucial for the continued healthy growth of Uganda’s aviation sector, ensuring robust oversight without compromise.
The process is being approached methodically to guarantee the sustainability of both the future regulator and the airport operator. Bamwesigye indicated that the necessary legal frameworks, including proposed Acts of Parliament and regulations, will be submitted for Cabinet and parliamentary approval by the middle of next year.
This announcement followed a comprehensive aviation security exercise at Entebbe International Airport, designed to test and validate emergency response protocols. The drill simulated a hijacking scenario, involving multiple security agencies and assessing their coordination and preparedness under pressure. Such exercises are a mandatory requirement under international aviation standards to maintain the highest levels of security at airports.
UCAA recently achieved a strong performance in an ICAO security audit, scoring 81.6 percent, which surpasses both regional and global averages. The upcoming restructuring is expected to further solidify Uganda’s commitment to maintaining high standards in aviation safety and security.
