Kagadi MP's Parliament Act Amendment Bill Sparks Local Outrage

Buyaga West Member of Parliament, Denis Namara, faces criticism over his intention to introduce a Private Member’s Bill aimed at amending the Administration of Parliament Act. The proposed changes would broaden participation in the election of the Leader of the Opposition and alter the selection process for Parliamentary Commissioners and committee leadership.
Many constituents and local leaders believe Namara should prioritize pressing development challenges within Kagadi District. “The Muhoro-Ndaiga Road is currently in a poor state and was not considered in this financial year. The MP should be laying strategies to ensure such projects are prioritized rather than pushing a bill that offers little direct benefit to the people,” stated Mr. Kato Matia, a district councillor.
Political commentators echo these sentiments, emphasizing that voters evaluate leaders based on tangible service delivery. “Voters judge leaders by visible service delivery,” said Gard Benda Ntegyerize, a political analyst and human rights activist. “The district still faces serious gaps in public services… These are the issues that should be prioritized.”
Concerns also extend to the bill’s political implications. Some, like NRM supporter Richard Namanya, argue that the opposition should independently select its leaders. Political analyst Kanyarutoke Ayebale questioned the MP’s motives, noting that a similar proposal was previously rejected by Parliament.
However, MP Namara defended his initiative, asserting that organizing internal parliamentary governance is fundamental to national development. He also highlighted his personal contributions to the constituency, including opening community roads with his own equipment and investing in large-scale commercial farming initiatives aimed at wealth creation and implementing government programs at the grassroots level.
