UNEB Warns School Heads Against Illegal Fees and Late Registration Surcharges

School heads across Uganda are on notice from the Uganda National Examinations Board (UNEB) regarding the proper procedure for candidate registration. With the deadline for normal registration fast approaching on Tuesday, June 30, 2026, UNEB Executive Director Mr. Dan Odongo has urged all centre heads to ensure every eligible student is registered on time.

This directive aims to prevent students from being excluded from the Primary Leaving Examinations (PLE), Uganda Certificate of Education (UCE), and Uganda Advanced Certificate of Education (UACE) this year. UNEB has outlined a late registration period throughout July, which will come with substantial surcharges: 100 percent for PLE candidates and 50 percent for UCE and UACE candidates. The specific late fees are set at Shs 68,000 for PLE, Shs 246,000 for UCE, and Shs 279,000 for UACE.

Mr. Odongo explicitly warned school administrators against levying any fees not authorised by UNEB and presenting them as official examination registration charges. Parents or members of the public who are subjected to such exorbitant fees are encouraged to report these incidents to the police. Contravention of these regulations is a serious offense under the UNEB Act, carrying penalties of up to Shs 40 million or a ten-year prison sentence, or both.

Furthermore, UNEB reserves the right to withdraw examination centre status from offending schools. For registered teachers found guilty, de-registration is a potential consequence. Government-sponsored candidates under schemes like UPE, USE, or UPOLET are reminded that they must register within the normal period, as late registration will not apply to them.

As of now, a total of 1,527,867 candidates have registered across all three examination levels, marking a 7.3 percent increase from the previous year. Schools are still permitted to correct any identified errors on their portals by submitting an amendment form to UNEB before the registration deadline. After registration closes, candidate lists will be displayed publicly and via an SMS option for verification.
