TikTok Commentator Dean Lubowa Saava Ordered to Pay Shs100 Million for Defamation

A recent High Court decision has found social media commentator Dean Lubowa Saava liable for defamation, ordering him to pay Shs100 million to Deputy Inspector General of Government Anne Twinomugisha Muhairwe.

The ruling stems from a series of TikTok videos posted by Saava, where he made serious allegations against Muhairwe, including claims of corruption, misappropriation of wetland funds, and accepting a significant bribe related to a road project in Kaabong. These accusations were disseminated on his popular TikTok channel, which boasts over 300,000 followers.

Muhairwe vehemently denied all the allegations, asserting that she had never even visited the district in question. She initiated legal proceedings in 2025 following Saava’s persistent online accusations.

Court documents indicate that Saava failed to present any defense, despite being properly served with legal papers. This lack of response meant that Muhairwe’s evidence and claims went unchallenged before Justice Joyce Kavuma.

The court found Saava’s statements to be false, malicious, and damaging to Muhairwe’s reputation. Justice Kavuma noted Saava’s lack of remorse and his continued publication of the defamatory content even after being cautioned to cease.

While the court did not grant the Shs300 million in exemplary damages Muhairwe sought, it did order Saava to pay Shs100 million in general damages. Additionally, he must issue a public apology on his platform, permanently refrain from making defamatory remarks about Muhairwe, and cover all associated legal expenses.
