Engineers Push Parliament for Swift Passage of Construction Industry Law

Professional engineers in Uganda are actively advocating for the rapid enactment of a law to regulate the nation’s construction sector. The Uganda Institution of Professional Engineers (UIPE) has formally appealed to the Ministry of Works and Transport and Parliament to prioritize this legislation.

According to Eng. Peterson Mwesigwa, President of UIPE, the proposed law is crucial for addressing critical issues such as safeguarding local content for Ugandan engineering professionals. It aims to establish clearer lines of accountability and elevate the standards within the construction industry and related businesses.

This legislative push was a central theme at the recent launch of the “UIPE Voice,” a new monthly public dialogue platform. The platform is designed to enhance the visibility of UIPE’s work among its members and the broader public, fostering discussions on key engineering matters that impact Uganda’s development, innovation, and national priorities.

Eng. Hillary Onek, Minister in charge of General Duties in the Office of the Prime Minister, acknowledged the concerns raised by UIPE regarding the modernization of the engineering regulatory framework and the need for increased professional accountability. He encouraged engineers to uphold ethical standards above financial gain.

“Some of the engineers have adored and honoured money more than their profession, asking them to have a second thought to it to stand out as a pillar and have respect in the society,” stated Eng. Onek, while also affirming the government’s view of UIPE as a vital partner in delivering safe, sustainable, and resilient infrastructure.

Established in 1972, UIPE serves as a unifying body for the engineering fraternity, promoting professional development and collaboration. With a diverse membership exceeding 7,400 individuals, encompassing students, graduates, corporate members, technologists, technicians, and fellows, UIPE plays a significant role in shaping the country’s infrastructure landscape.
