DRC Files International Court Case Against Rwanda

The Democratic Republic of Congo has officially filed a case against its neighbor, Rwanda, at the International Court of Justice (ICJ) in The Hague. The Congolese government announced on Friday that it is accusing Rwanda of numerous breaches of international law, specifically citing violations of conventions related to the prevention of genocide, racial discrimination, and torture.
According to the charges brought forward, Congo alleges that Rwanda has been responsible for dispatching its own forces and providing backing or directing armed groups to conduct illegal military operations within Congolese territory. These alleged transgressions date back to the aftermath of the 1994 Rwandan genocide and have continued for over three decades.
The Congolese application to the World Court details a range of alleged crimes committed against civilians, including massacres, extrajudicial killings, torture, sexual violence, forced displacement, and systematic discrimination. The ICJ has confirmed receipt of Congo’s application to commence the case.
This marks the third attempt by the DRC to bring Rwanda before the ICJ. Previous attempts in 2001 and 2006 were discontinued or dismissed by the court due to jurisdictional issues. United Nations experts and several Western governments have previously supported Congo’s position, finding Rwanda culpable for providing support to the M23 rebel group, a significant armed faction operating in eastern Congo. The ongoing conflict in the region has deep roots stemming from the 1994 Rwandan genocide.
Congo is now seeking an order from the ICJ for Rwanda to cease its alleged violations and is demanding reparations for the harm inflicted upon the DRC and its victims.
