Archbishop of Kampala, Paul Ssemogerere, has sharply criticized the deteriorating human rights situation in Uganda, stating that widespread abuses are damaging the government’s reputation and eroding public confidence in state institutions.
Speaking at the 44th anniversary of St. John’s Secondary School in Mpigi District on June 26, 2026, Archbishop Ssemogerere implored security and law enforcement officials to act with restraint and uphold the dignity of all citizens. He emphasized that power is temporary and warned those who misuse their authority against citizens, particularly by suppressing dissenting voices, that they will be held accountable.
Concerns were also raised about a shrinking democratic space, with the Archbishop noting the increasingly routine suppression of political opposition. He asserted that true leadership should be characterized by tolerance of diverse viewpoints, not by silencing critics.
The Archbishop linked Uganda’s governance challenges to a weakened rule of law, citing corruption, impunity, and the abuse of vulnerable individuals as significant drivers of public discontent. He observed that the government’s image is rapidly declining in the eyes of its citizens, particularly when the law is perceived to be applied selectively.
Archbishop Ssemogerere cautioned that such selective justice breeds public frustration and undermines trust in law enforcement institutions. Despite his critical remarks, the Archbishop also highlighted the importance of rebuilding and expressed hope, commending the Catholic Church’s role in education and supporting the reconstruction of a girls’ dormitory destroyed by fire.
He urged the public to contribute to the restoration of vital learning facilities for vulnerable students. Concluding his address, Archbishop Ssemogerere advocated for dialogue and reconciliation over confrontation, stressing that transparent governance is crucial for rebuilding trust between the government and the people.
