President Yoweri Museveni has temporarily filled the leadership gap at the Ministry of Foreign Affairs by appointing Haruna Kyeyune Kasolo to the role of acting minister. Kasolo, who currently serves as the State Minister for Foreign Affairs focusing on Regional Cooperation, will steer the ministry until a substantive minister is appointed.

The President’s decision, outlined in a letter dated June 22, 2026, draws upon Article 99(1) of the Ugandan Constitution. This constitutional provision grants the President the authority to make such interim appointments.

This move comes in the wake of a recent Cabinet reshuffle that created an unexpected vacancy in the ministry’s leadership. An earlier nomination for the Foreign Affairs Minister position, Adonia Ayebare, faced challenges due to questions surrounding his citizenship status. Uganda’s laws restrict individuals with dual citizenship from holding certain high-profile public offices, including ministerial positions.

As acting minister, Kasolo is entrusted with managing the daily operations of the Ministry of Foreign Affairs. His responsibilities will include overseeing diplomatic engagements and ensuring the effective implementation of Uganda’s foreign policy objectives. This continuity is crucial as Uganda remains actively involved in significant regional and international initiatives, such as peace and security efforts in the Great Lakes region and the ongoing East African Community integration process.
