Kabaka Reaffirms Rule of Law, Warns Against Disregard for Institutions

The Kabaka of Buganda, Ronald Muwenda Mutebi II, has issued a strong call for adherence to the rule of law, cautioning that ignoring legal and cultural structures can lead to injustice, erode public trust, and destabilize society. Speaking at a gathering of clan leaders (Bataka) at Bulange, Mengo, the King stated that placing oneself or any institution above the law is detrimental to good governance and societal well-being.

King Mutebi highlighted that respect for established laws and cultural institutions is paramount for maintaining order, unity, and fostering sustainable development within Buganda and Uganda. He voiced concern over a perceived trend of certain leaders and institutions disregarding established rules and procedures, urging integrity, fairness, and accountability from all leaders.

The monarch also reminded the clan heads of their vital role as guardians of Buganda’s heritage and values. He emphasized that clans form the bedrock of the kingdom and encouraged clan leaders to actively promote and protect their traditions, educate their members on their heritage, and safeguard ancestral lands.

Addressing challenges such as land disputes, the erosion of cultural values, poverty, and youth unemployment, the Kabaka stressed the need for collective effort and responsible leadership. He called for dialogue and structured leadership to find lasting solutions to these pressing issues.

The meeting, which marked the Kabaka’s first major engagement with clan leaders since his illness in 2024, also saw clan leaders reaffirm their commitment to unity and cultural preservation. They highlighted initiatives like regular meetings, cultural training programs, and publications aimed at safeguarding Buganda’s history and traditions.

Clan leaders also appealed to the central government for the prompt payment of outstanding financial obligations and for swifter processes in Buganda’s courts to facilitate development. The gathering underscored a shared commitment to the kingdom’s progress and cultural continuity.
