Museveni Halts Mukene Fishing Ban, Cites Need for Expert Consultation

President Yoweri Museveni has temporarily withdrawn a contentious ban on specific silver fish (mukene) fishing practices on Lake Victoria. The President stated that a final decision requires further consultation with fisheries experts and experienced local fishermen.
This move comes after fishermen in Kalangala district protested new guidelines that outlawed the use of “hurry-up” fishing methods and lamps, arguing these restrictions severely impact their ability to earn a living. The issue was brought to the President’s attention during a campaign rally for the ruling NRM party candidate in the Kalangala District Woman MP race.
Minister of State for Fisheries, Robert Migadde, who is also a fisherman, explained to the President that lamps are crucial for targeting mukene while minimizing the catch of juvenile fish. He assured that the Ministry of Agriculture, Animal Industry and Fisheries is finalizing regulations under the Fisheries and Aquaculture Act to address these concerns within two months.
President Museveni urged the Kalangala residents to be patient as the government undertakes this comprehensive review. He emphasized the importance of understanding the fish’s behavior at different water levels and incorporating the knowledge of both scientists and traditional fishermen to find a workable solution.
During the rally, other key issues including water transport reliability for the MV Kalangala and proposed new ferry routes connecting various islands were also discussed. The President pledged to address these concerns, including potential enhancements to ferry services and the eventual repurposing of MV Kalangala for inter-island cargo transport. Additionally, plans for a new district hospital and encouragement for residents to invest in agriculture, particularly poultry and dairy for the growing tourism sector, were announced.
