Overcrowding and Shortages Plague Uganda's UPE Schools Amidst Industrial Boom

Universal Primary Education (UPE) schools in Njeru Municipality, Buikwe District, are facing immense strain due to a surge in student numbers.

The root cause of this increased enrollment is the expansion of factories and industries in the area, which has attracted a large influx of workers and their families. This demographic shift has placed an unprecedented demand on the existing educational infrastructure.

Several schools, including Njeru Primary, Bugungu, Buziika Church of Uganda, Bukaya, St. Stephen Church of Uganda, Nakibiizi, and Namwezi UMEA Primary schools, are struggling with a desperate shortage of basic amenities. Classrooms are overcrowded, there’s a severe lack of desks, and sanitation facilities are inadequate, particularly for boys.

Teachers are also in short supply, with many schools experiencing understaffing. For example, Bugungu Primary School reports having only eight out of twelve teachers actively working, and a lack of accommodation forces many to travel long distances.

Bukaya Primary School has seen its enrollment jump from 500 to 800 students in just two years, highlighting the scale of the problem. The headteacher noted that they cannot refuse admission, especially for younger children, despite the clear infrastructure deficit.

Beyond overcrowding, some schools face additional challenges. Namwezi UMEA Primary School is concerned about land grabbing and lacks essential services like pipe water and electricity, relying on a few government-paid teachers and privately funded staff.

Local authorities acknowledge the crisis. While plans are in place to procure new desks, the pace of distribution is slow, and the overall investment in educational infrastructure needs to significantly increase to match the rising student population and ensure a conducive learning environment.
