Generals to Testify Against Besigye in Treason Trial

The upcoming treason trial of opposition figure Dr. Kizza Besigye hinges on the testimony of approximately ten witnesses, predominantly senior military officials. Prosecutors aim to build a case against Besigye, his aide Obeid Lutale, and UPDF Captain Dennis Oola, who are accused of plotting to overthrow the government.

Among the key military figures expected to testify are Major General James Birungi, formerly the Chief of Military Intelligence. Maj. Gen. Birungi has a distinguished career, having attended numerous military courses and held command positions in various elite units, including the Special Forces Command and the Armoured Brigade. His extensive experience in intelligence and military operations could be crucial to the prosecution’s case.

Major General Richard Otto is another significant figure. Currently serving as the Chief of Defence Intelligence and Security, he has previously commanded the UPDF Mountain Division and led Operation Shujja, a joint military effort in the Democratic Republic of Congo. His background in counter-terrorism and regional security operations adds weight to the prosecution’s potential witness list.

Major General Abel Kandiho, who has had a notable career in military intelligence and previously served as Chief of Joint Staff in the Uganda Police Force, is also among the generals slated to play a role. Gen. Kandiho’s tenure at the Chieftaincy of Military Intelligence and his subsequent advisory role highlight his deep involvement in national security matters.

Dr. Besigye and his co-accused have denied the treason charges, which stem from their arrest in Nairobi in November 2024. The prosecution alleges a plot to overthrow the government involving activities in multiple countries between 2023 and November 2024. The trial is currently at the High Court in Kampala, presided over by Justice Emmanuel Baguma.
