Nakapiripirit Proposes Strict By-laws to Combat Alcohol Abuse Amidst Rising Poverty

Leaders in Nakapiripirit District are pushing for the establishment of stringent new by-laws to address the pervasive issue of excessive alcohol consumption, particularly concerning illicit local brews like waragi. This move comes as the district grapples with escalating poverty and its detrimental effects on the community.

The proposal was a central theme during a recent multi-stakeholder meeting organized by ActionAid Uganda, which focused on tackling harmful practices and boosting socio-economic prospects for the youth.

District Vice Chairperson David Loitakori Pedo voiced significant concerns about the rampant drinking culture among men and young people. He highlighted that precious time and resources are being diverted from productive activities, such as agriculture, towards alcohol, thereby exacerbating poverty and leading to widespread family neglect and illness.

“We need strong district by-laws with clear penalties to regulate the sale and consumption of illicit alcohol. We can also consider measures such as increasing taxes on local waragi or banning it altogether,” Mr. Loitakori stated, also noting the link between parents spending on alcohol and increased school dropout rates.

Religious leaders echoed these sentiments. Archdeacon Felix Iluka Jim of the Karamoja Diocese identified alcoholism as a primary cause of poverty in the region, pointing to practices like tree felling for charcoal to fund alcohol purchases, which further damages the environment.

Community development officials have further linked excessive alcohol use to a rise in HIV/AIDS, STIs, domestic violence, child neglect, and early marriages. While security agencies have confiscated significant quantities of illicit alcohol, the challenge of its continued entry into the district remains. District officials are emphasizing the need for enhanced surveillance and community cooperation to dismantle smuggling networks.

The proposed by-laws aim to complement existing enforcement efforts by introducing penalties for those involved in the trade of illicit alcohol, with a specific focus on waragi due to its severe health and social consequences. These measures are seen as critical steps towards restoring community well-being and fostering economic progress in Nakapiripirit.
