Singer Moses Ssali, popularly known as Bebe Cool, has voiced concerns regarding the governance and financial accountability within the Uganda National Musicians Federation (UNMF). Bebe Cool, who previously held a financial role in the federation’s early stages, stressed the importance of a solid organizational structure before the UNMF can effectively manage the substantial government funds allocated to the creative industry.
He warned that while access to funding is crucial, the primary challenge lies in the systems designed to manage these resources once they reach artists. “But I must remind you that when you receive government money, at a certain point you have to account for it,” Bebe Cool stated during a recent interview, emphasizing that scrutiny of public funds is inevitable.
Bebe Cool revealed that his prior resignation from a financial leadership position within the federation stemmed from disagreements over the proposed organizational framework. He advocated for a structure rooted in representation from established musicians’ associations, rather than individual influence, believing this would foster a more transparent and equitable system.
The UNMF, established in 2023, aims to unite musicians and creatives as an umbrella body to foster industry development and facilitate access to government funding, including SACCO programs. However, ongoing discussions within the industry highlight persistent questions about transparency and equitable fund distribution.
Despite significant government investment in the creative sector over the years, debates surrounding effective governance and management systems for these resources continue. Bebe Cool’s remarks underscore the need for the UNMF to address these structural and accountability gaps to ensure the sustainable growth of the music industry.
